These substances are being prepared for registration by the Precious Metals and Rhenium Consortium. Due to the number of Dossiers to be prepared, the PGM project constitutes the Consortium’s largest project. Based on the declared tonnages Registrations three Dossiers must be submitted in 2013 and the remainder in 2018. The Consortium has already made a data-gap analysis and has developed an integrated testing strategy in order to fulfill REACH information requirements as from 2011 in a tiered and stepwise manner. Considering the reasonably low availability of data on certain PGM, but also the low tonnage bands in which these are manufactured and/or imported, REACH information requirements will be fulfilled by both testing and read-across. Notwithstanding the aim of working with substance categories, some tests have been prioritised in order to complete the Dossiers of the substance and two intermediates requiring registration in 2013. Depending on the outcome of the testing programme and the identification of hazards, where a Chemical Safety Report is required, exposure and emissions data will be collected.
In order to prepare CLP notifications for these substances, available (eco-)toxicological and physico-chemical data has been compiled and evaluated. It was subsequently complemented with additional physico-chemical tests and Transformation/Dissolution tests. Classification proposals were agreed in December 2010 and submitted before 3 January 2011. Consortium Members and Non-Members were invited to agree with the classification(s) submitted through their REACH-IT accounts as required by the CLP regulation. All CLP notifications were subsequently revised against the 2nd ATP to CLP in February-April 2012; most classifications remained unchanged or required slight adjustments only (e.g. skin sensitiser 1 to skin sensitiser 1A). M-factors were furthermore derived where relevant.
Potential registrants are informed as regularly as possible on other activities and data needs of the Consortium by e-mail.
