Critical Raw Materials Act

The Critical Raw Materials Act (CRMA) establishes a framework to ensure a secure and sustainable supply of critical raw materials in Europe.

To maintain a sustainable supply, the CRMA focuses on:

  • Building European value chains
  • Diversifying global supply through partnerships
  • Upholding well-established global PGM supply chains
  • Promoting circularity and sustainable sourcing

Why is it important?

Critical raw materials power Europe’s green, digital and industrial transitions. They are essential for clean energy technologies, digital innovation, and key sectors like defence, aerospace, and healthcare.

Precious metals are strategic and critical raw materials due to their unique properties and rare nature, as well as their high demand in clean technologies. Precious metals have important applications in various technologies, including:

  • Solar panels and wind turbines
  • Hydrogen fuel cells and power grids
  • Electric vehicles and digital technology
  • EPMF POSITION

As the CRMA has entered into force, the EPMF calls for the swift implementation of the rules. More specifically, we call for:

  • Fast-tracked implementation of the CRMA with clear and tangible actions.
  • Consistency with other EU policies, especially REACH.
  • Effective implementation of the EU Waste Policy Framework for improved recycling of CRMs.
  • Facilitated access to funding via the RESourceEU.
  • Consider the unique characteristics of well-established PGM supply chains when developing policy and uphold international best-practices.
  • Clear support for access to secondary materials and waste containing CRMs.
